If you look at photos of anyone when they were in their 20's and compare them with a photo 20 years later everyone seems to become more "jowly" as you say I have myself, although I'm not overweight, its partly the muscles in our bodies are not as tight as they were so not just in our faces but all the unmentionable places aswell all seem to drop a bit. theres not lot we can do about it other than eat healthily and exercise to minimise the effects of getting older.
Please dont mention plastic surgery anyone
