I also feel that weight lifting is perfectly safe for children, if they are properly supervised.
You may want to look at Chalean Extreme. I just completed 90 days and had fantastic results. My 13 year old daughter is now doing CE and has had great success with it so far. She follows the program as designed, and chooses a weight so she achieves failure in the designated number of reps. However, I closely monitor her workouts and correct her form when necessary so she learns proper form and technique.
